In 2022, the review work of identifying the fourth batch of "little giant" enterprises and the first batch of specialized and new "little giant" enterprises that have passed the review will start at the same time.
The notice emphasizes that no fees will be charged for relevant applications. Enterprises only need to fill in the application form truthfully and provide relevant supporting materials as required to complete the application. The Ministry of Industry and Information Technology has not entrusted any organization to carry out specialized new application business. During the review, methods such as "segmented review", "double random selection (random selection of experts, and real-time random assignment of review tasks)" and "blind review" are adopted to ensure fairness and impartiality. Enterprises are advised to beware of unscrupulous intermediaries spreading false information and making illegal profits.
In order to reduce the application burden for enterprises, enterprises do not need to provide supporting materials such as "domestic market segment share in the previous year" issued by a third-party organization, domestic invention patent certificates (involving overseas invention patents, integrated circuit design layouts and other other supporting materials) For other Class I intellectual property rights, they still need to be provided). Enterprises only need to truthfully state their market share and fill in the number of invention patents. The Ministry of Industry and Information Technology will increase data sharing with the State Intellectual Property Office and other departments, and patent data will be subject to the data provided by the State Intellectual Property Office.
We do not recommend companies that have experienced major safety, quality, or environmental pollution accidents in the past three years, or have seriously breached trust, tax evasion and other illegal activities, or are found to have data fraud. At the same time, in order to improve the identification standards for specialized, specialized and new "little giant" enterprises, applications and reviews from enterprises with operating income of less than 50 million yuan will not be accepted this year.
According to the notice, the application and review of specialized and special new "little giant" enterprises shall adopt a combination of online submission and offline submission. Fill out the application form online from May 14 to June 5, 2025, at the Gradient Cultivation Platform for High-Quality Small and Medium-sized Enterprises of the Ministry of Industry and Information Technology. Offline submissions are subject to the requirements of the local small and medium-sized enterprise authorities, and offline and online data should be consistent.
The Ministry of Industry and Information Technology will introduce analysis tools such as data extraction, artificial intelligence, and big data to strengthen the analysis, comparison and logical judgment of application data, and strictly prevent material packaging and data fraud.
Considering the current situation, there is no requirement for the "average growth rate of main business income in the past two years to be no less than 5%" for "little giant" enterprises applying for review this year. The newly applied seventh batch of specialized and new “little giant” enterprises still need to meet the indicator requirement of “the average growth rate of main business income in the past two years is not less than 5%.”
