2. Cooperation period: January 1, 2017 to December 31, 2020, a total of 4 years.
3. Project Description
The Chinese Football Association Super League, referred to as the "Chinese Super League", is the highest level professional football league in mainland China hosted by the Chinese Football Association and participated by domestic top professional football clubs. The Chinese Super League Co., Ltd. (referred to as the "CSL Company"), as the exclusive agent authorized by the Chinese Football Association, is fully responsible for the business development and management of the Chinese Super League. This project is for the Chinese Super League from 2017 to 2020. Through open competition, the official suppliers of LED full-color display screens for the Chinese Super League venues are recruited. They are responsible for providing the right to use the LED full-color display screens required for the Chinese Super League venues, as well as supporting operating equipment, software systems and all related services.
4. Project cooperation requirements
(1) Hardware equipment, operating system and supporting service requirements: The cooperative enterprise is responsible for providing the Chinese Super League with the right to use 16 sets of LED full-color display screens and supporting operating equipment, software systems and all related services. Please refer to Appendix 1 for relevant technical standards;
(2) Cooperation model: This solicitation adopts the sponsorship rights exchange cooperation method. That is:
1. The Chinese Super League provides sponsorship rights to cooperative companies in accordance with Annex 2 of this announcement, in which the LED advertising time can be selected by the participating companies between zero minutes and three minutes. According to every thirty seconds of advertising time as a unit, the LED advertising time selected by the participating companies forms part of the cooperation quotation;
2. The cooperative enterprise pays the sponsorship fee to the Chinese Super League and provides free software and hardware equipment and services as mentioned in Article 4 (1) of this announcement; the sponsorship fee quotation is based on five million yuan per year as a quotation unit, and the minimum is zero yuan; the sponsorship fee quotation and the LED advertising time are added together to form a combined quotation;
3. Within the scope of relevant cooperation matters, except for the above two items, both parties do not need to pay any fees or rights to the other party.
5. Registration Qualifications
(1) Registered with the domestic industrial and commercial administration authority and legally existing, with the ability to independently bear civil liability, and the business scope includes corporate legal persons that produce and operate full-color LCD screens and provide related services. All enterprises are not allowed to form a consortium with other units to jointly participate in this solicitation as a bidder;
(2) The enterprise must have a good record of paying taxes and social security funds in accordance with the law within three years before participating in this solicitation;
(3) The enterprise must have experience in providing LED full-color display equipment, supporting software, hardware and services to international or national football events;
(4) There is no equity relationship with any shareholder unit of the Super League, including but not limited to shareholding, holding, having joint investors, etc.
6. Registration
(1) Registration time: September 13, 2016 to September 26, 2016. Overdue registration will no longer be accepted.
(2) Registration method: The legal representative or authorized representative of the company must go to the Super League to register on-site. Registration by other methods will not be accepted.
(3) The following materials must be submitted when registering, and each page must be stamped with the official seal of the unit:
1. A copy of the company’s valid business license, organization code certificate, and tax registration certificate;
2. Original and copy of the ID card of the legal representative; or the original power of attorney of the legal representative (Annex 3, provided when registering in person as a non-legal person) and the original and copy of the ID card of the authorized representative;
3. Company background introduction, including organizational structure, business scope, management introduction, and professional composition;
4. Corporate tax certificate and social insurance payment certificate for the past three years;
5. Provide certificates, explanations, agreements (copies) or other relevant materials that can be certified in accordance with the requirements of paragraph (3) of Article 5 of this announcement "Registration Qualifications";
6. Completed letter of commitment to participate in this project (Attachment 4) prepared by the Super League;
7. Pay a deposit of RMB 1 million to participate in this project (cash check or transfer). Within 2 weeks after the end of this solicitation, all deposit principals will be returned to the companies that failed to obtain cooperation opportunities in one go. For enterprises identified as partners, after signing a formal agreement with the Super League, the deposit principal paid will be refunded within 5 days.

7. Selection of partners
(1) When three or more companies have officially registered and passed the review, the Super League will issue a notice to the shortlisted companies to participate in the program evaluation.
The plan evaluation includes: 1. Each shortlisted company will give an on-site explanation of the cooperation plan for no more than 30 minutes and answer questions to the review representatives for no more than 30 minutes; 2. On-site evaluation of the products of the cooperative companies.
After all shortlisted companies have completed the program evaluation, the review representatives will collectively decide on the final partner.
(2) If there are less than three companies that have officially registered and passed the review, CSL has the right to use other methods to determine partners.
