Fujian’s “15th Five-Year Plan” optoelectronics plan is released: targeting Micro LED and high-speed optical communications

According to the official website of the Fujian Provincial Department of Industry and Information Technology, recently, the "Fujian Province's "15th Five-Year Plan" Optoelectronics Industry Cluster High-Quality Development Action Plan (Draft for Comments)" was made public and solicited opinions from the majority of enterprises.

The opinion draft proposes to focus on the key links of the optoelectronic industry chain "key components - core components - intelligent terminals - materials and equipment", strengthen local conditions and regional coordination, and promote the dislocation development and complementary advantages of the optoelectronic industry in various regions. Give full play to the dual-core leading role of Xiamen and Fuzhou to guide the characteristic synergy of Quanzhou, Zhangzhou, Putian, Longyan, Ningde and other places.

Among them, Xiamen focuses on new displays, compound semiconductors, optical communications, equipment and parts and other fields to create a comprehensive leading optoelectronic industry highland; Fuzhou relies on the industrial foundation of ultra-precision optics and high-speed optical communications to optimize and strengthen precision optoelectronics and optoelectronic integration innovation highlands; Zhangzhou, Putian, Longyan and other places strengthen intelligent terminals and optoelectronic materials, and strengthen supporting coordination.

1. In terms of key components, with Xiamen and Fuzhou as the core agglomeration areas, relying on key parks such as Xiamen Torch High-tech Zone, Fuzhou Optoelectronics Industrial Park, and Fuzhou Software Park, we will keep up with development trends such as high integration, high speed, low latency, and low power consumption, and accelerate the development of key optoelectronic components such as compound semiconductors, crystal components, precision optical components, high-speed optical communications, high-power lasers, and light-emitting diodes (LEDs).

Specifically, (1) in the field of compound semiconductors, focus on guiding the traditional optoelectronics industry to extend its orderly layout to high-end tracks such as mini/micro LEDs, optical communications, and automotive optoelectronics.

(2) In the field of precision optical components, support the consolidation and improvement of existing advantages in the field of precision micro-nano processing, focusing on the development of ultra-precision optical components such as micro-nano optical superstructure surface components, high-performance lenses/prisms, optical isolators, optical films, and high-performance optical waveguide devices to consolidate basic industrial capabilities.

(3) In the field of optical chips, support companies with advantages in optoelectronics to accelerate breakthroughs in independent optical chip technologies such as high-speed distributed feedback lasers (DFB), electroabsorption modulated lasers (EML), vertical cavity surface emitting lasers (VCSEL), integrated tunable lasers (iTLA), high-performance detectors and sensors.

2. In terms of display and communication core components, take Xiamen, Fuzhou, and Quanzhou as the core gathering areas, and rely on key carriers such as Xiamen Torch High-tech Zone, Fuqing Rongqiao Development Zone, Anxi Optoelectronics Industrial Park, and Wuping New Display Industrial Park to consolidate and improve optoelectronics. The core component manufacturing level will accelerate the upgrade of display modules to high image quality, flexibility, and integration, and the evolution of optical communication modules to high speed and low power consumption, consolidating the existing advantages of the modern optical industry, and supporting new photovoltaic technology breakthroughs and integrated development.

Specifically, (1) In the new display field, support the provincial new display manufacturing innovation center to build a collaborative innovation consortium of "leading enterprises + universities and colleges + scientific research platforms + upstream and downstream enterprises", continue to deepen the research on key core technologies such as full-color Micro LED, mass transfer, advanced integration, and quantum dot color conversion, and accelerate the pilot maturity and industrialization of technological achievements. Focus on promoting the technological upgrading and production capacity release of production lines such as automotive displays and flexible organic light-emitting diode (AMOLED) panels. Support extending the layout to the upstream of the industrial chain, focusing on cultivating high value-added supporting enterprises such as key panel materials, core equipment, and driver chips, making up for the shortcomings of the upstream, and creating a whole industry chain ecosystem of "panel manufacturing + core materials + special equipment + terminal applications".

(2) In the field of optical communications, facing the needs of scenarios such as AI computing center interconnection and data center high-speed interconnection, focus on the development of high-performance coherent optical systems (OCS), linear drive pluggable optical modules (LPO), near-optical packaging (NPO), co-packaging (CPO), Micro LED+CPO multi-channel low-power optical communication and silicon photonics technology; accelerate the promotion of ≥200G The technology research and development and industrialization level of key products such as EML, ≥800mW high-power lasers and ≥800G high-speed optical modules. Support advantageous enterprises to expand into specialty subdivisions such as marine optical cables and high-performance optical cables, and continue to improve and upgrade the optoelectronic industry chain.

(3) In the field of modern optics, support advantageous enterprises to develop ultra-precision optical components and advanced optoelectronic solution systems, accelerate the large-scale development of augmented/virtual reality (AR/VR) optical machines, vehicle lenses, laser light source modules, etc., and support the expansion of the application level of ultra-precision optical components in aerospace, semiconductor and other fields.

3. In terms of intelligent terminal products, based on the development foundation of intelligent terminals in the optoelectronic industry of Xiamen, Fuzhou and Zhangzhou, strengthen application traction and promote the upgrading of optoelectronic terminal products to high-end, intelligent, integrated and branded.

Specifically, (1) in terms of new display terminals, focus on differentiated segmented scenarios such as vehicle-mounted display, industrial control display, e-sports display, and medical display, promote in-depth linkage between leading companies and downstream car companies, and equipment manufacturers, accurately explore market demand, create a batch of new display application demonstration scenarios, and promote the coordinated development of upstream, midstream, and downstream industries. Focus on supporting display terminal companies to join forces with AI chip companies to accelerate the research and development of high-end innovative display products such as vehicle-mounted smart cockpit systems, flexible folding screens, color electronic paper, Mini/Micro LED direct display screens, AR/VR equipment, and accelerate the layout and cultivation of independent brands.

(3) In terms of network communication terminals, focusing on core application scenarios such as AI computing networks, all-optical networks, and satellite communications, and based on core optoelectronic technologies such as optoelectronic chips, optical modules, and high-speed optical interconnections, we will upgrade and iterate terminal products such as switches and routers, and accelerate the construction of 100T series switching equipment projects for AI cluster networks.

(3) In terms of modern optical terminals, support the expansion of diverse application scenarios and broaden industrial boundaries, focusing on promoting the deep integration of precision optical components with cutting-edge fields such as AR/VR, AI, quantum, and automotive optics. Support key enterprises to join forces with superior scientific research institutions to collaboratively develop and define next-generation smart terminal optoelectronic integration solutions. Increase efforts to attract and cultivate optoelectronic intelligent terminal brands, enhance the added value of key products and the traction of the entire industry chain.

4. In terms of key materials and core equipment, with Xiamen, Fuzhou, Longyan, and Zhangzhou as the core cluster areas, steadily improve the technical level of key optoelectronic materials, equipment and parts, and continue to improve the province's supporting capabilities and localized substitution levels.

Specifically, (1) in terms of key materials, continue to expand the categories and scale of key optoelectronic materials, and accelerate the development of ultra-high purity electronic gases, sputtering targets, reagents, photoresists, high-precision polarizers, masks and high-end packaging materials. Accelerate innovation breakthroughs and industrial applications of key technologies such as sapphire substrates, diamond substrates, aluminum nitride (AlN) ceramic heat dissipation substrates and large-scale preparation of high-quality large-size InP substrates, and make up for the shortcomings of substrate materials.

(2) In terms of core equipment and parts, accelerate the development of precision coating equipment, light source systems, photoelectric detection, photon detection, high-temperature annealing and other core equipment and parts, and promote mass production and market application. Support optoelectronic equipment companies in the province to actively participate in the localization and replacement process of high-generation and Micro LED high-end display production line equipment. Accelerate the introduction and implementation of advanced display equipment projects at home and abroad such as photoresist coating equipment and mass transfer equipment, and improve the independent support capabilities of core equipment.
