The Hubei Xinying Optoelectronics project is located in the Gedian Economic Development Zone and is an important part of the country's largest LED display device production base. The project is committed to developing the world's most advanced display packaging technology and becoming the world's leading Mini&Micro packaging company, providing support for the industry to reverse the situation of "lack of cores and few screens" and create an era of "core screens and cores". After completion, it will vigorously promote the industrialization of Mini/Micro LED display devices, collaborate with upstream and downstream companies to build a new display device industry chain with strong innovative capabilities, possess independent intellectual property rights for products, and have the right to speak in the industry. It will help the entire industrial park build the world's largest LED display device production base. It is of great significance to accelerating cross-regional industrial cooperation in the same city of Wuhan and Hubei and expanding the "optical core screen terminal network" industrial chain.

"General level" management and control realizes dynamic management throughout the entire process. The project takes planning + general layout + on-site implementation + drone monitoring as a cyclic structure to create a "PDCA-type"General Plane Management and Control System", grasp the scene and progress of the construction site, form a dynamic and efficient transformation of the general plane of the factory building, connect to the regional responsibility division management model, and realize real-time update and control management of the general plane of the construction site. Implement a standardized construction system of "plan first, model guide", supported by quality management systems such as "Quality Management Plan", "Sample Guide Implementation Plan", "Common Quality Problem Prevention and Control Measures", and strictly implement the "Four Inspection System" in nearly 100 construction processes to achieve dynamic quality management throughout the entire process and ensure the quality of contract performance.

The plan is "vertical and horizontal" to achieve efficient performance of the process. The project has formed a strong "sprint on arrival" atmosphere, compiled a "horizontal + vertical" implementation plan, and carried out 20 dynamic adjustment special deployment meetings during the process to implement monitoring, correction, analysis, and adjustment. The project reasonably arranged the construction process, efficiently utilized construction resources, and adopted forklifts and buckle unloading platforms to cooperate. , Mechanize the transfer of materials inside and outside the building, speed up the "fast forward and fast retreat" of the factory, and win the node defense battle with quality and quantity. The 12,000 ㎡ factory building was completed within one month, the 65,000 ㎡ main structure was completed, and the factory structure sealing was completed 10 days ahead of schedule. 180,000 ㎡ main structure construction, 60,000 ㎡ secondary masonry and plastering, and 50,000 ㎡ floor construction were completed within 6 months.

Since the establishment of the grassroots party branch at the construction site, the project has actively explored the integration of party building leadership and production operations, and successfully piloted the job integration-regional responsibility-salary lump sum system, stimulating work enthusiasm.. Ideological construction has been strengthened through the party secretary's lectures and the establishment of a community for employees' voices. In the hot summer, more than 1,000 kilograms of watermelons and more than 300 summer-relieving medicines were purchased to "send coolness" to on-site workers. The care and concern benefited more than 300 workers, and the Gedian Campus of Hubei Provincial Hospital of Traditional Chinese Medicine was invited to conduct health examinations for labor workers. The project uses warm care to build the party branch into a battle fortress with "warmth, vitality, strong cohesion, and courage to tackle difficulties".
