How did the LED lighting subsidy policy come about? Why does the state formulate financial subsidies related to energy-saving lamps and LED lighting? Because with the rapid development of the world economy, environmental and energy issues have slowly come to the surface, becoming the topic and center of global discussion, and becoming an important factor constraining economic development. In compliance with the global environment of energy conservation and environmental protection, my country has launched ten key energy-saving projects and provided financial subsidies for efficient energy-saving products. As a fourth-generation light source, LED has higher energy-saving efficiency than energy-saving lamps. Therefore, it is reasonable for the country to adopt subsidy policies for the promotion of LED lighting, prompting LED lighting products to slowly come closer to our lives.
Review of my country's LED lighting industry subsidy policy
As early as 2012, the General Office of the National Development and Reform Commission, the General Office of the Ministry of Finance, and the General Office of the Ministry of Science and Technology jointly issued the "Notice on Organizing the Promotion of Financial Subsidy Semiconductor Lighting Products in 2012." Since then, many local governments have also introduced local LED lighting industry subsidy policies. There is no doubt that policy subsidies have stimulated the R&D investment and production enthusiasm of enterprises to a certain extent, and promoted the development of the LED industry.
In order to achieve the goal of semiconductor lighting in the 12th Five-Year Plan, the government proposed two subsidy policies in 2012. One is the "2012 Financial Subsidy Promotion Project for Semiconductor Lighting Products". This subsidy is to select several companies and their LED lighting products through bidding. The government provides subsidies to these companies, so that they can sell LED lighting products to hospitals, schools, commercial buildings, villages and other units by subtracting the subsidy amount from the winning bid amount. This is equivalent to indirectly providing these units with purchase subsidies for LED lighting.
Another subsidy policy proposed by the government is the "energy-saving product subsidy policy." The State Council has budgeted RMB 36.3 billion to subsidize four major categories of energy-saving products: energy-saving home appliances, energy-saving cars, high-efficiency motors, energy-saving lamps, and LED lamps. Among them, LED TVs and LED lights among energy-saving home appliances are projects related to the LED industry. Although the relevant subsidy amount and details for LED lights have not yet been determined, products that have been determined to meet the standards for LED TVs can receive a subsidy of up to RMB 400.
China’s subsidies for energy-saving products have not been reduced in 2013. In the “Government Procurement List of Energy-saving Products” announced by the Ministry of Finance in early 2013, three products were added: LED street lights and tunnel lights, LED downlights, and reflective self-rectifying LEDs.
With the continuous promotion of the energy-saving concept of LED lighting, the LED market is also growing. In 2014, various parts of the country accelerated the progress of energy conservation and environmental protection, and LED subsidy policies were also continuously introduced. Corresponding LED subsidy policies were introduced across the country, such as the "Foshan "Guangdong Province Green Lighting Demonstration City" Construction Project Subsidy Implementation Plan", "Shenzhen Special Economic Zone Urban Lighting Management Measures (Draft)", etc.
