The future industry is driven by cutting-edge technology and is currently in the embryonic stage or early stage of industrialization. It is a forward-looking emerging industry with significant strategic, leading, disruptive and uncertain characteristics. Vigorously developing future industries is a strategic choice to lead scientific and technological progress, promote industrial upgrading, and cultivate new productive forces. In order to implement the spirit of the 20th National Congress of the Communist Party of China and the "Fourteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of Long-term Goals for 2035", seize the opportunities of the new round of scientific and technological revolution and industrial transformation, accelerate the development of future industries around the battlefield of manufacturing owners, and support the promotion of new industrialization, the following opinions are hereby put forward.

1. Guiding ideology


Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Party, completely, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, coordinate development and security, and achieve high-end upgrading of traditional industries and industrialization of cutting-edge technologies. With land as the main line, innovation as the driving force, enterprises as the main body, scenarios as the traction, and iconic products as the starting point, we should follow the laws of technological innovation and industrial development, strengthen forward-looking planning and policy guidance, actively cultivate future industries, accelerate the formation of new productive forces, and provide strong support for the construction of a strong country.

2. Basic principles


Prospective deployment and step-by-step cultivation. Comply with the new round of scientific and technological revolution and industrial transformation trends, and face the country's major needs and strategically contested areas, systematically plan and advance the layout. Grasp the future industrial development rules, cultivate in stages, and make dynamic adjustments.
Innovation-driven and application-driven. Lead future industrial development with cutting-edge technological breakthroughs and strengthen original and disruptive technological innovation. Using scenarios as a guide, we integrate R&D and application to accelerate the industrialization process.
Ecological collaboration and systematic promotion. Gather resources such as government, industry, academia, and research, integrate capital, talent, technology, data and other elements to create an industrial ecosystem with deep integration of the innovation chain, industry chain, capital chain, and talent chain.

3. Development Goals

By 2027, the comprehensive strength of future industries will be significantly improved, and some areas will achieve global leadership. Major breakthroughs have been made in key core technologies, a number of new technologies, new products, new business formats, and new models have been widely used, key industries have achieved large-scale development, a number of ecologically-led leading enterprises have been cultivated, and a development pattern of collaborative linkage between future industries and advantageous industries, emerging industries, and traditional industries has been built, a long-term mechanism for sustainable development has been formed, and it has become an important source of future industries in the world.

IV. Key tasks


(1) Comprehensive layout of future industries

1. Strengthen forward-looking planning and deployment. Grasp global technological innovation and industrial development trends, and focus on promoting the development of industries in six major directions: future manufacturing, future information, future materials, future energy, future space and future health. Create a future industry lookout station and use technologies such as artificial intelligence and advanced computing to accurately identify and cultivate high-potential future industries. Give full play to the advantages of the new national system and guide local governments to combine industrial foundations and resource endowments to rationally plan, accurately cultivate and develop future industries. Develop intelligent manufacturing, bio-manufacturing, nano-manufacturing, laser manufacturing, and circular manufacturing, break through key core technologies such as intelligent control, intelligent sensing, and simulation, promote models such as flexible manufacturing and shared manufacturing, and promote the development of the industrial Internet and industrial metaverse.
Future information. Promote the industrial application of next-generation mobile communications, satellite Internet, quantum information and other technologies, accelerate innovative breakthroughs in quantum, photon and other computing technologies, and accelerate brain-like intelligence , swarm intelligence, large models and other in-depth empowerment to accelerate the cultivation of intelligent industries.
