Recently, the Sichuan Provincial Committee of the Communist Party of China issued the "Decision on Deeply Promoting New Industrialization and Accelerating the Construction of a Modern Industrial System" (hereinafter referred to as the "Decision"), proposing that by 2027, new results will be achieved in the construction of a strong manufacturing province, the proportion of added value of manufacturing will be significantly increased, the added value of strategic emerging industries will account for 30% of the added value of industries above designated size, and the cultivation of world-class industrial clusters such as electronic information, equipment manufacturing, and specialty consumer goods will be effective.

Focus on cultivating electronic information industry clusters with world influence, focus on the development of new displays, integrated circuits, intelligent terminals, software and information services, advanced computing and storage and other industries, expand network security, intelligent sensors, flexible electronics and other fields, and build a highland for the innovation and development of the electronic information industry. Increase the market share of advanced electronic materials and components, strengthen the research and application of industrial software and the research and development and production of key equipment, and promote the upgrading of the electronic information industry.

——Advanced materials industry. We will refine key strategic materials, further improve the technical level of crystalline silicon photovoltaics, lithium batteries and other materials, and accelerate the pace of large-scale development and material application promotion. Strengthen advanced basic materials, expand new alloys, new chemical materials, new building materials, advanced non-ferrous metal materials and other industries, and accelerate the development of high value-added products. Promote the industrial development of biomedical materials, advanced carbon materials, basalt fiber, and aluminum-based new materials, deploy cutting-edge materials, and create an advanced materials industry base with international influence.

Coordinate data, computing power, and algorithms, vigorously promote the innovative development of core hardware such as artificial intelligence chips, and key software such as open source development frameworks, actively conquer key technologies such as ultra-large-scale pre-training models and generative artificial intelligence, promote the construction of application scenarios, and build a national new generation artificial intelligence innovation and development pilot zone.

——New energy and intelligent connected vehicles. Accelerate the layout of new energy vehicle manufacturing, vigorously cultivate core enterprises, improve the comprehensive supporting capabilities of key components, and expand subdivisions such as motors, electronic controls, and vehicle-mounted intelligent control systems. Promote the integrated development of "car energy, road and cloud", expand application scenarios, open rights of way in an orderly manner, and increase demonstration and application promotion efforts.

Promote the accelerated incubation of future industries, plan layouts in the fields of sixth generation mobile communication technology (6G), quantum technology, terahertz, metaverse, deep space and deep earth, future transportation, biochips, life sciences, advanced nuclear energy, etc., and accelerate the cultivation and development of future industries.
