Stay away from light pollution. Guangzhou’s light radiation draft will limit LED screens

Many large buildings like to use large-sized LED billboards to provide eye-catching advertisements, which have good publicity effects. However, light pollution at night also has a considerable impact on the public. Guangzhou City recently issued a draft to manage outdoor light radiation issues.
According to the Guangzhou Municipal Government's portal website, the "Guangzhou Light Radiation Environmental Management Regulations (Draft)" (hereinafter referred to as the "Regulations") are publicly soliciting opinions, and citizens can express their opinions before December 17.
Regarding the problem of light pollution at night, the "Regulations" mention two key points: colored lights are not allowed to be used for night scene lighting in squares. Except for major events, dynamic and colored light lighting shall not be used for night scene lighting in public squares. It is prohibited to carry out physical exercise, entertainment, promotion and other activities in public activity areas from 22:00 at night to 6:00 the next day that affect the light environment and affect the normal rest of surrounding residents.
Light pollution from billboards affects residents
Strictly restrict the use of searchlights, narrow-beam floodlights and other strong floodlights and laser lights to project into the sky, pedestrians and residences. Except for dynamic light shows on major festivals, it is prohibited to shine the beam of high-brightness searchlights on crowds or places with people moving.
Failure to close on time will result in a fine of NT$50,000. Outdoor advertisements and signboards in the form of LED (light-emitting diode) outdoor electronic displays are prohibited from being opened from 22:30 at night to 7:30 the next day, except for displays that are also used for public information release in airports, train stations, bus stations, platforms and other places. Advertisements, signs and signboards that do not have outdoor lighting functions in residential areas and surrounding cultural, sports and commercial places, causing complaints from residents, will be handled by the comprehensive urban management law enforcement department. The place should turn off the lighting of advertisements, signs and signboards before 23:30 at night. Anyone who fails to turn off urban night scene lighting facilities or outdoor advertising, signs and signboard lighting within the prescribed time shall be fined not more than 50,000 yuan.
Regarding the issues of light pollution and light radiation, the "Regulations" clearly mention that citizens can complain about light radiation and light pollution through the "12345" hotline. It is believed that the introduction of this regulation will improve the problem of light pollution at night and allow outdoor advertisements to be promoted without disturbing people's normal lives.
