The "Internet" characterized by information technologies such as mobile Internet, big data, cloud computing and the Internet of Things has become an important starting point for governments at all levels to boost economic development and accelerate the transformation and upgrading of traditional industrial structures. Recently, the National Development and Reform Commission and the Ministry of Transport jointly issued the "Implementation Plan for Promoting "Internet +" Convenient Transportation and Promoting the Development of Intelligent Transportation" (hereinafter referred to as the "Plan"). The development of the Internet has a great role in promoting the improvement of transportation infrastructure and services. It will not only make transportation services more convenient, but also make them more intelligent.
The release of the "Plan" will help promote the development of intelligent transportation in China, make the transportation system more efficient, provide better services, and operate safer, while also reducing the operating costs of transportation.
Although my country has made positive progress in Internet technology, industry and transportation integration in recent years, there are still many constraints in terms of market application, basic conditions, technical support, policy environment, etc., making it difficult to meet the needs of developing intelligent transportation and cultivating new business formats.
Therefore, in order to further promote the deep integration of transportation and the Internet, promote the development of transportation toward intelligence, and comprehensively improve the quality and efficiency of the integration of the two, the "Plan" takes five major aspects, including intelligent transportation service systems, intelligent transportation management systems, and intelligent decision support systems, as the main development content, and makes detailed arrangements in infrastructure construction, industrial development, operation services, and technology applications.
First, in terms of improving the intelligent transportation service system, strengthen government-enterprise cooperation, support Internet companies and transportation companies to improve various transportation information platforms, and form a comprehensive travel information service platform covering transportation, parking, leasing and other fields. Steadyly promote the construction of a national road passenger network ticketing system to achieve "one-stop" ticket payment. Promote the expansion and application of highway non-stop toll collection (ETC) systems, increase the coverage of ETC lanes on highways across the country, promote the integrated development of transportation companies and Internet companies, encourage the integration of online and offline resources, and provide the public with diversified and high-quality services.
Second, in terms of building an intelligent transportation management system, it is necessary to comprehensively improve the intelligent level of railway dispatching and command and transportation management, and improve the traffic management and control system. Improve the automation of railway computer interlocking and marshalling station systems, build an unmanned container terminal system, orderly promote autonomous drone logistics and distribution, and steadily promote autonomous driving of urban rail transit.
The third is to improve the intelligent decision support system, establish an intelligent safety supervision platform for railway networks that integrates monitoring, monitoring and management, and build a safety supervision emergency rescue system. Strengthen the comprehensive information support capabilities in transportation planning, investment, construction, pricing and other fields, improve the comprehensive transportation statistical information decision-making support system, and improve the decision-making support system.
Fourth, in terms of strengthening the support of intelligent transportation infrastructure, we must build an advanced perception monitoring system with the purpose of improving operational efficiency and ensuring traffic safety. And build the next generation transportation information basic network, such as accelerating the construction of the Internet of Vehicles and the Internet of Ships. Promote cross-regional and cross-type transportation information interconnection, encourage the development of transportation big data enterprises, and better support enterprise operation management and government decision-making.
Fifth, in terms of comprehensively strengthening standards and technical support, we will formulate relevant standards for basic data sharing in the transportation industry, formulate government public data set specifications, and promote the research and development and application of core key technologies and the formulation and promotion of technical standards. Actively develop and apply advanced intelligent transportation technologies, improve independent innovation capabilities, and strive to solve key common technologies and shortcomings and bottlenecks in the field of transportation.
To realize the development of intelligent transportation, it is necessary to create a good market environment for it. Enterprises are the main body of the market. The development of new business formats and new models requires the establishment of a fair and orderly market environment, and innovative institutional mechanisms and regulatory methods that are suitable for it.
To this end, the "Plan" proposes to relax market access and create a relaxed development environment; innovate industry supervision methods, establish and improve linkage and coordination mechanisms, and increase supervision; improve the network security system, strengthen monitoring and early warning, and ensure information security.
At the same time, in order to play the leading role of key projects, the "Plan" also formulated 27 key "Internet" convenient transportation demonstration projects, covering six aspects including infrastructure, functional applications, online and offline docking, government-enterprise cooperation, new business formats, and typical cities. These include demonstration projects such as providing land and air Internet access for passengers during travel, fully automatic operation of Beijing's urban rail transit trains, and an integrated transportation ticketing system.
Promoting the development of intelligent transportation will, on the one hand, help advance the development process of my country's transportation industry and allow more people to enjoy better and more convenient transportation services; on the other hand, it will also help to force the development of fields related to intelligent transportation, thereby further promoting the advancement of science and technology and economic development in our country.
