Calculated at 1,000 yuan per set, it can reduce the government's current fiscal investment by 4 million yuan. After testing, the 40W LED lamp has the same illumination intensity as the 70W sodium lamp, and the energy saving rate reaches 55%. 4,000 sets of lamps can save about 5 million yuan in electricity bills within a seven-year life cycle. In addition, the project introduces market mechanisms through bidding. The winning bidder recovers the investment cost of lamps and obtains corresponding profits through energy-saving revenue sharing. In addition to saving one-time investment and operation and maintenance costs, the government can also obtain part of the electricity-saving revenue, achieving a "win-win situation for both public and private parties."
The PPP model (public-private partnership) refers to the introduction of social capital to participate in the construction and operation management of public infrastructure, which can effectively control government debt, alleviate financial expenditure pressure, improve the efficiency of public product management, and at the same time bring long-term and stable benefits to enterprises. It is a public product provision method that can make the government, enterprises, and society win-win. The old community lighting "PPP" project implemented in Nantong City is a private cooperative unit (the winning bidder) that provides LED energy-saving lamps to replace conventional sodium lamps. The energy-saving benefits are shared between the government and the private cooperative unit, and the investment costs of energy-saving projects are paid with the saved electricity bills.
