In fact, in recent years, LED lighting procurement projects have increased year by year, and LED lighting procurement has entered the fast lane.
The reporter recently summarized and counted the winning announcements of public bidding projects for government procurement of LED lighting products released from January to July 2014 by the Ministry of Finance's designated government procurement information release media "China Financial News", "China Government Procurement News" and "China Government Procurement Network". Statistical results show that excluding factors such as unclear disclosure of procurement project information, the scale of government procurement of LED lighting products in the first seven months of 2014 was 200 million yuan. Judging from the statistical results, the government procurement LED lighting market in the first seven months mainly showed the following characteristics: the procurement scale has a good growth momentum; street lamps are still the main force in LED lighting procurement; LED lighting procurement in Guangdong and Shandong Province exceeded 50 million yuan.
The frequency of large-scale energy contract management models increased by 81% compared with the same period last year
In 2014, the heat of the LED lighting procurement market did not diminish. Compared with the procurement scale of 110 million yuan in the first seven months of 2013, the procurement scale in the first seven months of 2014 reached 200 million yuan, an increase of 81% year-on-year.
There are
four projects with a procurement scale of more than 10 million yuan. The led street lamp energy-saving transformation procurement project of Dalang Office in Longhua New District, Shenzhen, ranked first, adopted the contract energy management model, and finally Southern Power Grid Comprehensive Energy Co., Ltd. won the bid, with an investment amount of 22.866 million yuan, an annual comprehensive energy-saving rate of 70%, an energy-saving benefit-sharing period of 8 years, and an energy-saving benefit-sharing ratio of 85%. It was followed by the energy-saving led street lamp renovation projects in Linhai and ethnic industrial parks in Zhongshan Torch Development Zone, which also adopted the contractual energy management model, with a bid amount of 22.188 million yuan, and Guangzhou Liangye Lighting Engineering Co., Ltd. and other bids. According to relevant experts, most of these street lamp energy-saving renovation projects are based on the government's original street lamp electricity bill, and the government does not need "new investment" to pay for the project by saving electricity costs. Adopting the contractual energy management model can pass on the technical risks and business risks borne by users. The wide application of the contract energy management model will inevitably help the rapid and healthy development of the entire LED lighting industry.
In addition to the above two projects, the procurement scale has reached tens of millions of dollars, including the Dongying Economic and Technological Development Zone Binhai Lingang Industrial Zone Management Center Guangli Port Lingang Industrial Zone LED Street Light Procurement and Installation Project, Guangxi Cathay Tendering Consulting Co., Ltd. Guilin City West Second Ring Road LED Street Lights and Installation Procurement, both of which are directly purchasing LED street lights due to the needs of urban construction.
In addition, there are 41 projects with a purchase amount of more than 1 million. Although the number of million-level projects only accounts for 38%, the total purchase volume accounts for 80%. It is not difficult to see that the large orders for LED lighting procurement projects are relatively concentrated.
LED street light projects are active in energy saving
From the perspective of procurement project content, LED lighting procurement includes LED street lights, LED indoor lighting, LED night scene engineering lighting, wall landscape lights, LED stage lighting, tunnel lights, navigation lights, medical viewing lights, signs, surgical shadowless lights and lamps, main materials, maintenance services, etc. Among them, LED street light procurement performance is the most eye-catching. From the perspective of purchasing units, urban construction management departments, schools, hospitals, sports venues, performance groups, etc. are the protagonists of purchasing.
Statistical results show that LED street lights are the absolute main force in LED lighting procurement. There are 57 such projects, with a total procurement amount of 140 million yuan, including street lamp energy-saving renovation projects under the contract energy management model and direct purchase of street lamps.
According to data from the National Bureau of Statistics, as of the end of 2012, there were 289 cities at the prefecture level and above in my country, with approximately 21 million urban street lights. On this basis, plus non-prefecture-level cities and township roads, relevant parties have initially estimated that the current installed volume (in stock) of street lights in my country is about 33 million. According to CSA Research, currently, compared with high-pressure sodium street lamps, the use of LED road lighting products can save more than 40% of electricity. If 50% of the 33 million street lights are LED street lights, the annual power saving will exceed 6 billion kilowatt-hours; when 100% are replaced with LED street lights, the annual power saving will exceed 14 billion kilowatt-hours.
After all this calculation, there is no doubt about the energy-saving and environmentally friendly role of LED street lights. Experts said that the active performance of LED street lights in the government procurement market is a powerful reflection of the energy-saving and environmental protection policy functions of government procurement. The promotion of LED lighting products is affected by factors such as consumer concepts and product prices. It is still difficult to promote LED lighting products among mass consumers. Government departments bear the responsibility of taking the lead and setting an example.
Policies to Support Guangdong's Procurement Scale Leading the Nation
According to the statistical results, the procurement scale of LED lighting in Guangdong Province reached 65.327 million yuan in the first seven months, accounting for 32.7% of the national procurement scale. Shandong followed closely, with a procurement scale of 51.347 million yuan. Both are well ahead of other provinces and cities. The procurement scale of Guangxi Zhuang Autonomous Region reached 17.895 million yuan due to the power of the Guilin West Second Ring led Street Light Procurement Project. The above three provinces and regions are projects with a procurement scale of more than 10 million yuan.
According to experts, Guangdong Province is far ahead of the curve thanks, on the one hand, to the led street lamp energy-saving renovation project launched by the province in recent years. The cities in the province took the lead in adjusting the procurement concept in the construction of urban street lamps, increased the energy-saving transformation of LED street lamps, and actively promoted the contract energy management model, once again taking the lead in all regions of the country. This not only strongly promotes the promotion of LED lighting products, but also promotes the energy conservation and emission reduction of local cities.
On the other hand, Guangdong's led industry is relatively mature. According to statistics, in the first half of 2014, the total output value of the led industry in Guangdong Province reached 154.546 billion yuan, and the export value of LED key areas in the province reached 38.277 billion yuan (6.1428, 0.0005, 0.00%), an increase of 39.35% year-on-year. Since Guangdong took the lead in launching the LED lighting demonstration project in 2008, Guangdong has promoted the application of 1.3 million led street lamps, more than 2 million indoor LED lighting products, and more than 30,000 kilometers of demonstration roads, saving 55% of the total energy, accumulating experience for the large-scale, standardized production and application of LED products.
Insiders said that cities and districts in Zhejiang, Hainan and other provinces will widely promote the use of LED lighting products in the field of lighting engineering invested by finance or state-owned capital such as roads, public places, government agencies, state-owned enterprises and institutions, and the future government procurement market will become an important position for LED lighting.
